Mini Budget: Repeal of IR35 reforms

Todays ‘fiscal event’, announced by the Chancellor Kwasi Kwarteng, promises the 2017 and 2021 off-payroll working reforms of IR35 will be scrapped, to simplify the tax system.

 

Those laws had required the end client, and not the contractor, to determine the deemed employment status and pay over any subsequent tax and NIC’s. As the end client was responsible for the risk of determining any tax liabilities, the changes created chaos to them and the contractors affected.

 

From April 2023, contractors will once again be responsible for self-assessing their the IR35 status and paying the appropriate payroll taxes, via their personal service company.
